Indeed, the special moves are not the same, But Super Turbo have all special moves of Hyper Fighting plus some new skills. The hardware system has no influence on training. More and different normals for each character.
Not to mention the additional characters plus the addition of a super meter. Almost all of them had balance changes to them and have different properties.
